The Use of Contract and Open-ended Teachers in Ethiopia: Understanding their Status and Professional Context

Abstract

This study aimed to investigate the status and working conditions of contract teachers vis-à-vis open-ended teachers in Ethiopia. It also aimed to understand the perceptions of educational leaders and experts at the national and regional level about the use of contract teachers in the education sector in private and public schools. The study employed a mixed research approach. It collected qualitative data through focus group discussion and in-depth interviews with informants, while secondary sources were used for generating quantitative data. Government policy guidelines, educational annual statistical abstracts, and other relevant documents were consulted as data sources for the purpose. The study found a significant increase in the number of schools without proportional growth of teachers at all levels. On the other hand, although there is a shortage of teachers and demand for contract teachers, the government policy does not officially encourage contract teachers. The higher attrition of teachers created a gap in the teaching force and demands seeking other modalities of attracting teachers, one form being employment contract teachers. The study concludes that it is high time for Ethiopia to reexamine how contract teachers should be integrated into the regular teaching force or continue as a standalone modality by creating a system that serves all types of teachers under the same umbrella of professional justice.
